Handlung
Eine Mordserie hält die Nation in Atem und die Öffentlichkeit reagiert mit Panik. Sogar der Präsident schaltet sich ein. Als dann noch ein Verdächtiger nach einer wilden Verfolgungsjagd stirbt, sind die Ermittlungen endgültig in einer Sackgasse angelangt. Choi, der als Ermittler überaus erfolgreich ist, dessen Methoden seiner Beförderung jedoch immer im Weg standen, ahnt, dass dieser Fall seine letzte Chance ist, doch noch Karriere zu machen. Mit seinem alten Förderer Jang kommt er überein, den nächstbesten Verdächtigen als Serienmörder zu überführen, koste es, was es wolle. Als jedoch Staatsanwalt Joo von dem fragwürdigen Deal zwischen Choi und Jang erfährt, scheint ihr Plan zu platzen. Joo will weiter ermitteln und wird von Kim geschmiert, einem Bauunternehmer, der ein Intimfeind von Jang ist. Als die ganzen schmutzigen Tricks und üblen Geschäfte herauszukommen drohen, werden alle Beteiligten nur noch tiefer in den Sumpf aus fragwürdiger Moral und offenem Gesetzesbruch gezogen.
